Two New Key Added in Web Config (OneCommReceive L4)

This is accept only True or False Value
If true then check the HasKey if false then default method UTF8 unicode used for encryption or decreption

This is HasKeyValue when Haskey is True then we required HasKeyValue for Encryption and Decryption
